Application of the completely revised Horse Breeding Ordinance

Federal officials: Christian Stricker and Niklaus Neuenschwander

The Animal Products and Animal Breeding Division of the Federal Office for Agriculture (FOAG) has assigned the UELN (Universal Equine Life Number), which is assigned as the initial registration number to foals by breed horse breeding associations – or should be assigned –
and has dishonestly stolen this assignment in favour of the Animal Movement Database (AMD).

⇒ The department heads – conductors have legitimised the theft with false and fraudulent arguments and claims that are supposedly agreed with the relevant breed associations, granting themselves the authority to assign the UELN life number through the Animal Movement Database – TVD, which is in no way true.

⇒ Investigations have confirmed the fraud!

⇒ The identification of pedigree foals and the assignment of the lifetime number ⇒ UELN ⇐ is carried out internationally by the pedigree breeding management, the responsible association officials, in accordance with the
animal identification and registration regulations.

⇒ For purebred horse breeding, e.g. ⇒ Haflinger ⇐ : the breeding programme with three (3) organisations maintaining the stud book of origin:

HPT – Haflinger Horse Breeding Association Tyrol with a closed stud book, the sections: Txx, purebred, Tha, purebred, and the organisations maintaining the original stud book A.N.A.C.R.Ha.I and the FN with open stud books plus the departments/sections:
CXE noble blood Haflinger and the CXR register, both of which can show a foreign blood percentage of 12.5 to 25% (not belonging to the breed).

The origin and affiliation of the foals to the herd book where their parents are registered is of crucial importance and must also be documented.

⇒ For the breed ⇒ Haflinger ⇐, every original stud book organisation requires the breeding association regulations (ZVO) of an impartial, uninvolved, neutral umbrella organisation. E.g. Haflinger-Pentagon Sàrl-GmbH.

⇒ The problem is Christian Stricker!

He argues that the BLW, Animal Breeding Department, does not recognise the term ⇒ umbrella organisation ⇐! Which is why such an organisation cannot exist and why Christian Stricker cannot grant approval for it.

⇒ Christian Stricker cannot do so because he... no, not he, but the completely revised Horse Breeding Ordinance of 1 January 2026, which he issued, wants to implement the interpretations he invented.

⇒ See the interpretations of the terms: breeding programme, breeding value estimation – performance testing, purebred horse breeding, etc., etc.

 

⇒ The completely revised Horse Breeding Ordinance needs to be reviewed by an independent, competent, newly formed ⇒ expert commission ⇐.

Amendments to the Horse Breeding Ordinance by the Head of Horse Breeding, Christian Stricker, or a group working for the authorities, which excludes competence in this area, are not permissible.

Amendments to the Horse Breeding Ordinance are a matter for the legislature, not the executive branch.
